The New UK Procurement Regime

The UK entered a new era of procurement regulation on 24 February 2025, when the Procurement Act 2023 came fully into force. The reforms replace the previous EU-derived procurement regime and introduce a new framework designed to simplify procurement processes, increase transparency and create greater flexibility for contracting authorities.

One of the most notable changes is the shift in how tenders are evaluated. Under the new regime, contracts can be awarded based on the Most Advantageous Tender, allowing procurement teams to place greater emphasis on quality, innovation, social value and long-term outcomes alongside price. The legislation also introduces new transparency requirements, requiring organisations to publish more information about procurement decisions, contract performance and supplier behaviour throughout the procurement lifecycle.

These reforms aim to create a procurement system that is more open, competitive and focused on delivering long-term value. However, the success of the new regime depends heavily on the capability of procurement teams. Procurement professionals must exercise stronger commercial judgement, design more strategic procurement approaches and manage supplier relationships more actively throughout the life of a contract.

Organisations that invest in strengthening procurement capability will be better positioned to navigate the expectations of the new regulatory environment and deliver successful procurement outcomes.

If your organisation is adapting to the new procurement regime and would benefit from strengthening procurement capability, the specialists at Kumu can help through diagnostics, training and advisory support. Please get in touch to discuss how we can assist your organisation.
